new brakes - how?

I just took my bike in for 11000 mile service to a shop that has a good reputation around here. I asked the guys to check my brakes since they had been squeaking. I have about 1mm of useful pad left in the front.

I bought the bike used from a dealer with a little over 10,000 mi on it. I have had maybe 3 "emergency braking" incidents (to use the MSF basic rider course terminology) and as the MSF course taught me, I use both front and back brakes to stop.

So here's the issue: Would I have ordinarily needed new brakes at 11000 miles? Or did the dealer I bought from give me the big shaft?

If it is the latter, and Coleman PowerSports in Woodbridge, VA gave me a bike with sketchy brakes, what would you recommend I do?
